>>Can alterers adjust the number of strings on an instrument?

Alterers can make an instrument appear to have many more strings that it uses, if they are inclined to do so and as long as you understand that it will still require "a set of four strings" to repair it. Most likely, an alterer will not go along with this because it's considered jarring to the experience.

>>Strings are sold in sets of 3, 4, 5, 6, 7 or 24. Would it be possible to, for example, get a rebec switched from 4 strings to 5?
It is possible to change it; however it would mean that the instrument would no longer be what it is. All of its qualities would have to be completely scrapped and we'd basically be making a whole new item. For this reason and the one stated above, I don't see an alterer making the change.
