Even if you have 1000 ranks more skill than your enemy, well-balanced weapons will hit more often than badly-balanced weapons. This wasn't true in 2.0 and isn't true right now in game. Well-balanced weapons also give a larger bonus to parry, so that is something to consider.

I'm not sure what else folks would expect balance to do... a 10% swing in to-hit would coincide with a >10% adjustment in DPS due to the balance loss of a miss.
