Regarding Harness specifically (I can't speak on Vocals or Stalking with authority), I want to throw out three ideas and see what sticks.

1) PP = Attunement, (Harness + PM) * Modifier-to-be-determined = pool for specialty magic skills.
2) Attunement is PP, or Harness capped at 130% PP, whichever is higher. Overflow goes into the magic secondary pool.
3) Attunement is Harness or PP, no cap. Any necessary adjustments will be made at the system level rather than affecting rank numbers.
