So... all your cap stuff is kind of complicated and, for the most part, anything prior to 3.0 doesn't apply because the way the math works is very different and the whole concept of caps enforced in the core is something that never actually happened in 2.1, so prediction was sort of winging it (And not very well due to some odd choices in order of operations). Just think of it as a 20% cap and don't worry about the details too much. There's also some slop in the new system (Where, results wise, you would have exceed the cap and it pulls you back down) that wasn't in the old system. The old system caps were mostly "And when you add all the factor's up this is the best you can get" so you could never really overcome a penalty.

As for visions - their role is rather odd. The niche I carved out for them in 3.0 is that they work just like a tool, but attempt to use your skill and stats in the place of bonding. The result is for a highly skilled mage visions are a lot more option than a brand new tool. However, a well bonded tool will always outperform visions.
