Both factors have force behind them, especially this late in development. Optimally we create content that is both mechanically sound and fits the lore of a guild at the same time!

But where rubber meets the road, I consider DR as a game to balance and adjust things before I think of it as a creative project. About the only broad exception to that is the Necromancers, who specifically are theme and fiction first, even if their playability suffers. We don't casually call it an advanced guild!
