That has nothing to do with nerve damage specifically. No damage stacks by default. If we want it to stack, we have to specifically code it to stack, so it depends entirely on the system in question, not the damage type itself. What that means is that there may be systems where only nerve damage stacks and nothing else does, sure. That's not something inherent in nerve damage, however, and is not, as far as I know, common practice. Every system I've worked with applies damage via a consistent method within that system, whether it be nerve damage or something else. With that said, nerve damage can appear to stack because it reduces combat effectiveness, so subsequent hits are more likely to hit harder, so each new hit is a bit harder. This can create the illusion of stacking.
