This is generally correct, though we've been discussing options for NMUs. While the current enchanting system sort of exists as part of the MM guild ability-set, the new enchanting system needs to fit into the context of global crafting. I'm not sure how reasonable it is to lock guilds out of the system just because we lack the justification or imagination to give them methods of access. This is not yet fixed, but the current direction we are leaning is to create workshops that are the enchanting equivalent of forges. They will contain tools that can assist NMUs in enchanting participation. I enjoy the field enchanting aspect of the current system - my PC frequently found it useful to enchant on the go - and I hope to maintain support for the approach in the new system. NMUs may be less capable of enchanting on the road, but should still have decent access to the system. There may also be areas in which player abilities prove more effective than the default options at the workshop. If NMUs want the highest quality for all enchantments, they may benefit from seeking out other players for help (just as other crafting systems may benefit from higher quality components.) Also, I can't speak for the barbarians, but there's nothing to say that enchanting things won't make their lives even more miserable than learning magic, or that their nature won't interfere with the enchanting process.
