| Last I heard the Rissan government operated much like a 'mafia' family with the ruler, Misdilev keeping tight control over the council and all the operations.
Misdilev attended Gyfford's coronation - he left rather happy that business arrangements continued as usual. The only thing I see may slightly support your claim that Rissans in power are elected, is that the players were allowed to decide who among them would be commanders and ambassadors during the Outcast war.
