| Not an expert here, but it does not use SvS. The web flare uses the same to-hit mechanics as traditional damage flares. All other things being equal, it will do less damage than a pure damage flare, but it will web when it hits.
The webs from being hit with a flare will still be impacted by diminishing returns if you got (un)lucky and had back-to-back activations. | |
