Ask a guild leader about Quest at any guild hall. I'd suggest doing this in Riverhaven since it's the closest city to Throne City.
The guild leader will tell you that you need to go to the tower you went to for Accuracy.
Travel to the ruined tower in Throne City. From the stone docks go: South, Southeast, Southeast, Climb Slope, Go gate, south, southwest, southwest, southwest, go alley, south, west, west, west, climb stair, southwest
(SHOW LETTER TO GUARD) to give the letter that the guild leader gave you to the tower guard then climb tower
Climb step, Climb Stair, Climb Dusty stair, Down, West, North, Northeast, Go arch to reach the device.

Creature Notes:
an aether selrek
You gesture at an aether selrek.
The mana you were holding contributes to the spell.
Sparkling crystals of ice appear and coalesce into a long hafted scythe of frost which flies through the air at it!
An aether selrek's ethereal shield crackles with energy!
With the violence of an avalanche, the scythe rips into its neck, tearing through its flesh and ripping its spinal cord out of its spine.
An aether selrek falls backwards into the pedestal with its last breath.
The shimmering ethereal shield fades from around an aether selrek.
The pedestal wobbles back and forth, causing the aether beam to strike a mirror mounted on the wall.
The aether beam reflects back toward the device, resulting in an explosion that disintegrates the corpse of the selrek!
The force of the explosion causes the device to shudder and go dark.
NOTE: ring of spears seemed to work and damage this creature no matter what color it was
