Third tier spells have second tier spells as their prerequisite. The spell generally has a theme and abilities/perks that all reflect the driving theme. The higher the tier, the more powerful secondary/tertiary effects a spell may have, but they all have to be related. Third tier targeted spells generally need around 60 ranks across relevant magic skills to cast successfully.
