Every so often (read, tens of minutes) a mine will check itself and decide if individual rooms need repopulating. Generally the criteria for repop is.... small % chance of repopping (to prevent junk ore rooms from sticking around), and a guarenteed pop if a room has less than a few digs left (to both repopulate and prevent someone from mining it down to almost 0 to "sabotage" an area.

I'll double check and make sure certain is actually certain. We may have lifted some of the appraisal code where, at first, certains can still have a slight range to them. Beyond that, bugs are certainly possible. I'll keep you posted.
