Sometimes Kssarh, sweet and lovable fellow that he is, lets you slip through a couple of ranks short.

This has to to do with the way the ranks are calculated. It is not really a bug. In the long term you do have to earn the ranks required.

If you have the required number of ranks then you can definitely circle. Sometimes (often, actually) you can sneak through when you are a bit short on total magics.
