Your effective mining skill has a few effects, but rate of disaster occurrence is not one of them. Your skills do impact your ability to successfully PROSPECT DANGER, however. The main advantage of higher skill is that it will allow you to successfully mine more difficult ores. If you discover a Kertig vein but have insufficient skill to extract it, you will not get anything for your efforts. At higher levels of skill you don't notice anything amiss, because you succeed at what you're trying to do. However, your higher level skill will not impact your luck in terms of FINDING the Kertig vein in the first place. Future releases may provide methods for using Prospect to find different materials more rapidly, but in general, your skill is not going to enact environmental changes in terms of what metals physically exist to be mined.
