Elven silver is not rare, so in most cases, no, you would not have to provide it. However, some alterers may require it because they don't have any. (It's case by case when it comes to alterers so I'm trying to cover all the bases.)

No, it's an actual type of metal in DR.

Elven silver: This is a type of silver that tarnishes more slowly due to the use of a special formula. It looks just like regular silver but may have a slightly brighter luster.
