Correct, the first part of damage messaging is an average of vitality % done to damage points. This was intended so make the damage messaging increase as the enemy gets more and more damaged, and to avoid the inevitable increase in damage messaging as you increase in skill, circle and stats.

I personally found landing earthshattering hits all the time was both unhelpful and unrealistic. Especially when it causes no visible injury due to the enemy having a lot of health left.
