The only change I made was to delay the experience from hiding, which was very isolated and only made yesterday. Stalking experience hasn't been changed in ages and nothing that was changed for the 200th circle stuff had anything to do with earning exp. Further GM Raesh did some comparisons between Prime and Plat (which doesn't have the 200th circle stuff yet) and is getting identical results between the two instances. We really can't figure out any reason that stalking experience would be reduced. I'll reply in more detail in the other thread later today.
