You study the binder and determine it is well-suited for holding sigil-scrolls. These scrolls can be PUT into the binder. The reader can TURN the binder to the CONTENTS and READ it to see a list of all sigil-scrolls inside. Alternatively, the reader can TURN the binder to a SIGIL type and READ only the pages of that type. The reader can then TURN the binder to a PAGE number and PULL the binder to remove the scroll, or READ and STUDY the binder to bring the sigil into his or her mind. It appears you can RUB the binder to change its color. This binder looks capable of holding 45 scrolls.
