These extend the Premium 3% exchange rates at banks to ALL banks, not just to Premium players at special Premium banks.

For Premium players at a Premium bank, you will get a new 2% exchange rate.

Note: These do not produce an actual item, though they are still claimed via SIMUCOIN DELIVER.
