Requires a weapon in one hand and the tome in the other. Causes cuts and bruises about both hands, sets you prone with a 10-second roundtime, consumes the tome, and places the weapon at your feet.
Current thinking is that applying the book's enchantment to a weapon allows it to dispel the Temporal Eddy buff that recent invaders have been employing to augment their combat capabilities

You jab an icy-blue blade set with a glacier emerald in its crossguard at a Gorbesh Enchanter. A Gorbesh Enchanter badly fails to parry with a Gorbesh war-staff.

As your senses are overwhelmed, you simultaneously experience a lurching sensation and a wave of dizziness as the uncontrolled energies latch onto your bastard sword and begin channeling into it. The scorched tome bursts into flame and disintegrates, the sword grows too hot to hold, and you drop it as you recoil from the explosive exchange!
You tumble back and down in a futile attempt to escape the chaos, though much too late. Your hands were burned, and your bastard sword seems very different.
