Description:	The Electric Charge cantrip will send a tiny jolt through the person you GESTURE at, making his hair stand on end. If he has hair, that is. Or, if you gesture at an item, it will imbue that object with an electric charge, giving the next person who picks it up a surprising jolt.
Effect:	imbue player or object with fluff static charge effect
Messaging:	You gesture, and feel a quick pulse of electricity run through you! Your hair stands on end from the charge. You gesture at a simply carved maple stonebow with a bright blue leather sling, giving it a weak electrical charge. As you reach for a simply carved maple stonebow with a bright blue leather sling, a weak charge courses through your hand, numbing your fingers! You jerk your hand back, then cautiously reach for it again. You pick up the stonebow lying at your feet.
