Now that we're way way way way way way wayyyyy off topic.

If you max out a bond value it is protected against critical fumbles. Until that point it is not. This is to prevent the best [divination] tools from eventually decaying to nothing in the very long term. Also, tools never fully loose the ability to bond it just becomes very unlikely.
