Apparently with forging the tong's potency gives another chance at reducing the action's RT. This was not present with Tailoring.

Now the quality of the thread being used will give a chance for reducing the action's RT when sewing. Thicker thread is also easier to use - you'll find making thin thread yields more quantity, but it can add a second or two to each action.

I'm also adjusting the stat bonus to scale to 150, wheras before it capped at 99. Yes, this means slightly higher chances of higher RTs for people with over 50 in each stat.

Finally I fixed a bug preventing Weaving Acumen from not doing much.

The net result of this should be about a 15% reduction in Tailoring RTs without taking the Acumen technique into account. Please let me know how it feels - I still need to go tweak the other system's RTs and exp learning a bit when time allows.
