Ingot smelting will involve taking raw metals and turning them into ingots. Ingots are required as the base ingredient for Weapon and Armorsmithing, however they don't take much skill to make (common metal is capped at ~25 ranks, magic metal at ~100)

A smelted ingot can never have a quality higher than its base ingredients. Storebought ingredients have a quality of 70 for now. This makes it difficult to cap items without refining the ingots.

Ingot refining will involve taking a single ingot and working out the impurities. This has the unfortunate side effect of reducing the volume of the ingot, but can substantially improve the quality. (about twice as hard as smelting)

Metal reclamation will involve disassembling an item, then melting it back down in a crucible. This process can take up to 300 ranks in Forging to cap. (about twice as hard as refining)

So a forger with 5 ranks can make store bought common metal ingots to train Weapon and Armor smithing with. To truly master rare and magic metal smelting, you'll either need a lot of skill, or slots spent learning those techniques. Smelting techniques will also speed up the smelting process.

That being said, JUST to train, a forger never needs to touch the crucible. The store will always sell basic metals and steel to work with.

Oh, and ingot cutting will be available via a tool in the Forging Hall.
