No, more. Because Ignite tends to be used to bonus something that is at 0, the strength of the bonus improves based on the highest damage rating of the weapon. RuE gives a bonus to damage types that are already present, and assumed to be worthwhile, so the amount of the buff lessens based on how high the present damage type is. If you use Ignite on a weapon that does fire damage naturally, it awards a bonus very similar to what RuE does.
