Neither version of Chain Lightning inflicted nerve damage for a miss. The old version inflicted a large amount of nerve damage even if the spell only grazed the target, which always resulted in complete paralysis in 4-6 hits. Combined with the immense penalty to Evasion for nerve damage, this resulted in scenarios where one bolt would get a lucky hit and subsequent bolts would annihilate the target. The new version inflicts nerve damage based on the amount of damage caused.
