Social Outrage is a necromancer only 'toy'. Social Corruption is something that mimics it that we can give to non-Necromancers in cases where they do the sort of things that would make angry mobs want to hunt them down. From the player PoV there isn't all that much difference, other than Corruption wears off FAR faster.

There's no near the cusp. If you get charged with forbidden practices, you get a splash of social corruption. If you don't, you don't.
