I strongly suggest becoming acquainted with the fiction behind magic in this game before arguing that something is in violation of it.

It's not. The PP bonus is weighted toward providing more benefit, faster, at the early ranks.

This is correct.

This is unrelated to anything to do with mana, but is also correct. The other planes in DragonRealms are less D&D staple "like Earth, but on fire" and more "freakish realms beyond mortal comprehension."
