The books are magical mind-control devices, driving the prisoners into an incurable madness that encouraged them to rebel. Once the books (or bowls or statutes or totems or whatever) are destroyed, the remaining prisoners return to their right mind, leaving only a few who want to take advantage of the chaos and still try to get out.

While we're certainly concerned with the amounts some groups are getting and have put in a few fixes to try to lessen the abuse, it's very hard to code around min/maxers without penalizing standard players, as you're seeing with the resupply missions.

But I have to disagree with your assessment. If your group pulls in average or slightly higher than average scrip for their run, then the task is hardly "horribly designed", unless you're just talking about the lore/story behind it, which I explained above.
