Each room has a static value [of mana] that you start with.

Then an environmental modifier (based on which realm your guild is in) is put in place. For example, Clerics and Paladins have more mana the closer it is to a holiday.
Then your PP, if it's above a certain amount, starts granting you additional mana on top of that.

This results in your available mana. Until you're extremely skilled (four-digit PP), the static room value is by far the biggest variable in that system.
