You're thinking about it all wrong. You're thinking from a lore point of view. We're dealing with a pure mechanical point of view. When all is said and done both are providing a bonus to your offensive factor. Combat will only accept a boost (no matter the source) that's so large. Things like smite apply a buff for that attack only, but since you have a spell that's already pushing you into the offensive factor cap you aren't seeing it.

This is a problem, and it's not exclusive to Paladins - you just happen to be an example of where these two effects are meeting right now. Now that we know what the problem is we're working on a plan to fix it, which crosses right into the rest of the discussion I'm not willing to get into at this time.
