Final decision for that isn't happening right now, but the current assumption I'm running with is 'everything but signatures, at varying levels of effort and Enchanting skill.'

Using a runestone requires an Arcana check based on the difficulty of the spell. This currently ranges from single-digit Arcana for an introductory spell to around 600 Arcana for an Esoteric.

This is strictly the check to use the runestone itself. If you succeed, you are now preparing a spell at some defined prep amount that goes through all the normal spellcasting checks as well, and very likely a Sorcery check to boot.
