There are actually two components to the evasion penalty. The larger penalty is to the bonus from stats, but there is still a penalty to the base evasion skill factored in to account for just that loophole you described!

Plate armor is usable by Armor terts. But I don't think you'll find it mainstream due to the hindrance. Why go for 20% more absorption when you will get hit 30% more of the time?

Of course some people have buffs/debuffs/underhunt enough to mitigate the defensive penalties and/or don't use stealth and have enough strength to carry the armor, so Brig/Plate become more appealing.

At the end of the day Plate shouldn't be exclusive to Paladins. As a Paladin you get spells that IMPROVE your Plate far beyond what anyone else can. As a Paladin you get a Barrier as potent as anybodys. As a Paladin you get a TRIPLE defense boosting spell. As a Paladin you can Arm-wear Large shields. Paladins have abilities/spells planned that will add to this already solid list.

So.. I am not sure how Paladins would lose their status as a Tank class even if Plate become more popular with other guilds. :)
