<<Then let's say one month I can't afford the bill or don't have the time to play to justify the bill(more likely a string of months) would I still be able to play that account or character during the time that it's not basic? I understand going back to being limited access, but if there's going to be circle caps how is that going to play out if I decide to downgrade for a few months but don't want to pay for a circle cap raise when I'm just going to go basic again later? I would hope my character would still be playable, maybe just unable to circle until I start to pay again?>>

You'd lose the ability to circle, the ability to access your bank account and your vault, lose access to most places outside P1 (and if you're outside P1, you'll probably be moved there, have your exp gain cut in half, lost the access to Global Chat when we add that (you'd still have access to local chat), and a few more things, but yes, you'd still be able to "play", it would just be a more limited experience.
