Shear decays both with use and over time.

A 100%, full power Shear is going to stop anything in the game except AoE spells... but a Moon Mage is only going to have that Shear up for about the first 30 seconds after he casts it. Once it decays a tiny bit, enough mana in any other spell will bust through it.

In a controlled trial, Shear can be said to have the potential for total immunity (again, barring AoEs). In practical use, you're going to have that high-end chink exposed.
