On the page with a big list of things to steal, it gives the app, weight and trivial ranks. Now, I understand trivial ranks being the maximum you're likely to learn stealing at a given rank. However for the life if me I have yet to figure out what determines (if anything) what is closest to your rank (I have 200 ranks in stealing for example) that would give you the best, biggest bang for my stealing learning buck.
