Bards learn this skill most easily. Barbarians should note that training the Vocals skill increases the rate at which the voice recovers after roaring, so it is recommended that all Barbarians train it passingly. Aside from Bard enchantes and Barbarians roars, however, the skill has few applications.
It easier to learn this skill from a Bard if you are not one and has no practical application outside the Bard guild aside from general lore.

Bards naturally will learn singing when they sing or chant their enchantes, or sing a song from a scroll. However, other guilds must write and sing their own songs (and get people to actually listen).
