Used to complete various transactions between characters. If you have a debt with the province you are currently in, you will be unable to complete the BARTER transaction.
NOTE: there may still be a bug with the bartering process wherein a debt in any of the shared-currency provinces will cause the BARTER-blocking, even if you have no debt with the province you are currently standing in.
