Ask leader about quest.
I'd suggest doing this in Riverhaven since it's the closest city to Throne City.
The guild leader will tell you that you need to go to the tower you went to for Accuracy.
Travel to the ruined tower in Throne City, from the stone docks go: South, Southeast, Southeast, Climb Slope, Go gate, south, southwest, southwest, southwest, go alley, south, west, west, west, climb stair, southwest
SHOW Letter to Guard that the guild leader gave you to the tower guard then climb tower, Climb step, Climb Stair, NW NW go arch, North.
Ethereal Shield is recommended. The hound uses a spell similar to Tingle which will cause a bit of damage and a moderate stun. ES took the full impact of it and left no stun or vit loss.
You have to kill the Aetheral Hound here, use Pathway Accuracy or Pathway Secrecy and use Targeted magic to kill it.
Make sure you pick up the shimmering aethereal hide.
Take the hide back to the guild leader that gave you the quest.
Exiting Tower: On this quest (perhaps others) you can exit the tower by returning to the room you first arrive in after climbing the tower. Look for "Above the base of the dilapidated staircase is a squat window" go window to exit.
NOTE: Do NOT have EE up as it will make the hound flee and you must wait a few minutes for it to reappear.
Additional note: It appears magnetic ballista works well, possibly because it is not directly targeted. Dragon's Breath appears to have a bugged interaction, and Blufmor Garaen causes the hound to disperse into mist similar to Electrostatic Eddy as shown below.
> The aethereal hound fades away briefly before reappearing in a different location, causing the Electrostatic Eddy spell to miss. The aethereal hound dissolves into a fine, ethereal mist which floats quickly out of the room.
