There's a concept that we get from Freud called overdetermination, which means that some behavior has multiple causes, each independently capable of explaining it. Necromancers have a knife fetish and it is very overdetermined.

The LE requirement specifically is understood to be a ceremonial outcropping of that, as well as a way to model what should be a Necromancer's modest omnicompetency with knives from constant work as a ritualist-surgeon-disectionist-scalper.
