No, Solar is a flat bonus. It's your insurance against being struck too badly with a horrific mana day at 1000 PP. It's also very small, since at any appreciable amount of PP you have half a dozen permanently locked in planets and the moons' theoretical minimum is still way above a room caster's. The Moon Mage baseline goes up very slowly (as you and a few other posters have testified) over 2000 ranks because it starts high and rockets during the first few hundred ranks of PP. -Armifer
