This skill is learned mainly through the usage of enhantes and song scrolls by Bards, yet may also be learned by simply singing for others. Bards naturally will learn singing when they sing or chant their enchantes, or sing a song from a scroll. However, other guilds must write and sing their own songs (and get people to actually listen). It's probably just easier to learn this skill from a Bard if you are not one and has no practical application outside the guild aside from general lore.
