PVE
The number of chokes required to kill the target varied, as well as the RT incurred to do so. Everything up to 1000 skill range required three chokes to break the neck with 8 seconds of RT. The arthelun cabalists were six choke attempts and also 8 seconds of RT. The Ice Archons were somewhere above that, but broke my choke too often to test well as they are at-level... they were also 15-16 seconds of hard RT which complicated the testing.

PVP
In regards to PvP, this isn't able to kill, and the RT was at a hard 15 seconds, regardless of target's skill range. This skill did eat away Fatigue in massive swaths of 10-20%.
Strength as a factor still needs testing.
