Here is what GM Sithix said about this in his release post: >>To be effective, you need TM skill, and it will train TM. You will not, however, get successive experience for chain-disabling or chain-debuffing with these spell types. Once you use the spell on a given critter, there will a successively worsening experience penalty. The penalty is on a timer, and it is PER CRITTER. So there is indeed a diminishing returns model in place.
