Lay Necromancy spells are dual-mana spells, using Life mana and either Lunar or Elemental mana. Lay Necromancy spells are scroll-based. They cannot be permanently memorized, but anyone can use them.
This has an entertaining side effect of making Lay Necromancy sorcerous to Necromancers. Unintuitive, but it's called the Arcane for a reason.
