Small to medium [forged] shields are unlikely to beat tanned on the light end. You should try cutting that HC with a heavier metal and seeing if the defenses increase over tanned quality. To be perfectly honest, tanned shields are beyond broken as the designer used a small shield template for what should have been medium shields at various points... until C3.0 I'm hesitant to improve upon that too much just yet.
