NEWS article 2-17:

Dateline 9/24/2015: ITEM REGISTRATION!

Players interested in registering their items may find the Registry Records Office in several cities. In Crossing, the Records Office is located in Town Hall (down the corridor from the Lottery office on the second floor - or use DIR Registration). In Therenborough, the Registry Records Office is located in Ibec Hall (from the entrance north 3 times, go gold arch, go cherrywood door, go curtain). On Ratha, the Registry Records Office is located in Sshoi-sson Palace (from the palace entrance go gate, north 2 times, climb the stairs, go door, go hall, go south, go record office).

In addition to the above locations, you can now find Item Registrar's Offices within every Carousel/Vault area to handle your REGISTER or UNREGISTER item needs -- Both services costs 5 gold of the local currency. (go desk, go office) Locations include: Crossing, Leth Deriel, Dirge, Riverhaven, Muspar'I, Langenfirth, Therenborough, Rossman's Landing (Premium), Shard, Ratha, Aesry Surlaenis'a, Mer'Kresh, Hibarnhvidar, Boar Clan (Ranger Guild).

Note that it costs 5 gold per item registered. Not all items may be registered, and registration does not guarantee replacement of lost items. To check which items you currently have registered, you can use REGISTER CHECK.

As you will see on the signs posted in the Registration Booths:

Registration of an item should not be construed as an insurance policy of any type, nor is it proof of ownership. It simply establishes a detailed record of the item and that it was at one time in the possession of the person who paid for the registration.

It is unnecessary to register an item again unless it has been significantly altered. Significantly altered includes permanent bonding potions, gore application, typo fixes and so on.

To Clarify:

Registering an item will not EVER guarantee that the item will be replaced if the item is lost. It simply means that *IF* an item is lost *AND* a GM determines that it is eligible for replacement, we can more easily re-create the exact item you lost.

You will see that you won't be able to register just anything. This is on purpose, since there's no point in allowing folks to register things like backpacks, oval shields, crusts of bread, skins, gems, and pulp. This system is meant for items that have been significantly altered, adjusted, or that are not "standard" items.
