Harm Evil and Harm Horde are going to be working under a reduced penalty, given their highly specialized natures, but they'll still be less accurate than they are now. They will retain their armor-ignoring qualities.

Ultimately, same dynamic as everyone else, though with a bit less at stake. HORN is going to end up being The Winner against unarmored / Evasion-centric targets. HE is still going to cut through shields and armor like it isn't there. HH is still going to suck for unrelated reasons.
