Theurgy skill gets checked during a number of different things relating to communes. Commune duration, potency, and the timer before doing another commune are all based on Theurgy skill. Some of the older communes that haven't had a facelift might still just use circle for some of this, but they'll eventually all be brought in to use Theurgy instead. And yes, at some point I'd like to have more stuff to do with the skill as well. But before I even think of that stuff, I'd like to make sure all guilds have at least the basics.
