Though I'm not someone who works on these areas, I would suspect that this is a bug. You are correct that Inner Fire is a Barbarian skill, and that Inner Magic is the more general Primary Magic skill for NMUs. Please BUG this so that the appropriate systems GMs can look into the matter. Thank you for pointing that out.
